Duties

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the total Customs Agency. This position starts at a salary of $73,858.00 (GS-11, Step 1) to $115,079.00 (GS-12, Step 10) with promotion potential to $115,079.00 (GS-12 Step 10). In this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance. Typical work assignments include: Providing qualitative and quantitative assessment of management processes, systems, and support programs; implementation and coordination of program activities; and planning services Advising higher-level officials and supervisors on the efficiency of operations and/or effectiveness of programs. Assessing the effectiveness of administrative programs, policies, practices, procedures, operations, processes, and mechanisms. Providing necessary and appropriate coordination among key participants for the long-range planning and development of strategies to meet objectives and mission.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in implementing, coordinating, and/or overseeing a variety of management programs impacting organizational activities. Planning and conducting or assisting with studies of headquarters and field functions, personally or through team activities, and developing, recommending and/or evaluating policies in assigned areas of responsibility. Assisting in coordination of activities of support staff, advises and provides analytical support on problem definitions, planning methodologies, policies, and procedures. Providing technical assistance and directing support to headquarters and field management staff in a variety of matters relating to the application of planning systems and management programs to meet mission requirements. Planning, developing, and coordinating or assisting with planning management through briefings, presentations and other mechanisms for supervisors and executive management. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations. Preparing reports and briefs and making recommendations to higher-level management. Reviewing information, reconciling conflicting data, and devising new and modified methods to analyze findings. Providing guidance on interpretation and implementation of new and revised legislation, policies, regulations and procedures. Developing internal operating procedures and resolving functional conflicts and internal problems. Education Substitution: GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree in an accredited college or university, may be substituted for experience at the GS-9 grade level. Such education must demonstrate the skills needed to do the work. A course of study in business administration, public administration, or related fields is qualifying. One year of fulltime graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 54 semester hours should be considered as satisfying the 3 years of full-time study requirement. GS-12: There is no education substitution. Combining Experience and Education: Combinations of successfully completed post-high school education and experience also may be used to meet total qualification requirements for the GS-11 grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To combine your education and experience, you must convert each to a percentage and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/22/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
