The primary purpose of this position is to develop, organize, coordinate and evaluate the ALC's maintenance directorate quality assurance program.
Duties
Coordinates, plans, organizes, administers, evaluates and makes recommendations/revisions to the comprehensive maintenance quality assurance (QA) program for assigned areas of responsibility to verify compliance with established regulatory guidance.
Identifies problems requiring resolution through in-depth analysis of assigned programs using statistical analysis techniques.
Develops and administers a broad system of internal quality audits, quality surveillance procedures, product certification random checks, procedures checklists and other similar measures to analyze complex products and manufacturing processes.
Prepares all necessary correspondence, documentation, reports, briefings, etc.
Establishes and maintains a positive working relationship with maintenance directorate quality offices, management personnel, and other customers through personal motivation and technical competence.
Works to achieve and support quality improvements in all products and services.
Requirements
- The work required some physical exertion such as walking, standing, sitting for extended periods.
- Climbing Stair, bending etc. while observing and/or studying production processes or inspection maintenance parts/components.
- Long periods of standing or recurring activities such as bending, climbing, stooping, stretching or reaching or recurring carrying/lifting of moderate items.
- Work is normally accomplished in an office environment; is subject to conditions of shops, aircraft production lines and industrial areas.
- Maintain awareness for safe work practices; may be required to wear safety equipment.
- May be required to perform TDY and travel by commercial or military aircraft in the performance of these duties.
- Exposed to high noise areas; special safety precautions and protective clothing devices are required during these site visits.

Qualifications
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management PositionsAll eligibility and qualifications must be met by the closing date of this announcement however, this vacancy announcement may be used to fill other like vacancies within 120 days of the closing of this announcement and your eligibility requirements (e .g. time in grade) will be reevaluated.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EducationUndergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes coordinating, administering, and evaluating the maintenance quality assurance program, ensuring products and/or equipment will conform to validated requirements throughout its life cycle. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quality assurance principles, practices, procedures, inspection techniques, maintenance processes, concepts of statistical quality control and ability to apply this knowledge to assignments.
2. Knowledge of industrial methods, processes, and procedures normally acquired through several years of experience.
3. Knowledge of quality related principles, practices, methods and procedures.
4. Skill in interpreting and developing operating policies and procedures of both internal and external quality-related activities in maintenance, production, planning and scheduling, supply, procurement, and other areas.
5. Skill in a wide range of subjects to effectively communicate, both orally and in writing; to prepare letters, to present well prepared oral presentations, briefings, and written reports, and other documents; provide technical advice and make recommendations to senior staff and maintenance personnel.
6. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team.
7. Skill in analyzing, researching, interpreting and applying operating instructions, technical manuals and technical data.
8. Ability to gather, organize, identify, analyze complex technical problems and develop/present data and supporting analyses with innovative solutions.
9. Ability to plan, organize, and reprioritize work to meet changing deadlines.
10. Ability to adequately use authorized software such as PowerPoint, Excel and Word.
***PLEASE NOTE: The duty location for this position is (ROBINS AFB, GA). However, this position MAY be eligible for Full Time Telework and an alternate duty location MAY be negotiated after selection.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
