The primary purpose of this position is to lead a team of non-supervisory employees in accomplishing two grade interval work and to perform work that is of the same kind and level as the highest level of work accomplished by the team lead.

Duties

The team leader participates in the work of the team by performing non-supervisory work that is of the same kind and level as the highest level of work accomplished by the team led. Performs a variety of leadership functions to assure the work of the organization is carried out. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. The team leader uses knowledge of the Quality Management System (QMS), general QA principles, and maintenance doctrine to verify and validate the team's products and to ensure the integrity of the QMS. Performs limited administrative personnel management functions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. Or Specialized Experience Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: -Reviewing production activities and capabilities in light of contract quality requirements. -Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. -Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. -Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. -Identifying inadequacies and requesting corrective action. -Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. -Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. -Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. -Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of 402d Commodities Maintenance Group workload and Quality Assurance Office workload. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to lead, motivate, and guide the functions of the team. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of quality assurance regulations, principles, and procedures, to include knowledge of inspections, audits, evaluations, and assessments, including ability to analyze data and draw conclusions. 6. Knowledge of process control equipment, heavy manufacturing machinery, large and small support equipment, material handling equipment, and the associated maintenance, repair, installation, and adjustment. 7. Knowledge of depot repair processes, depot maintenance procedures and regulations, project/process management principles and tools, and administrative guidance (including personnel, training, and related guidance). 8. Ability to work independently, to organize/plan work, and to monitor work for quality, reliability, and timeliness. 9. Ability to apply written guidance (i.e., directive documents, such as technical orders, instructions, laws, regulations, manuals, mandatory procedures) correctly and reliably to the work as performed within the organization. PHYSICAL DEMANDS: In addition to the work performed at a desk, the duties regularly require extended periods of walking, standing, climbing, or bending while observing manufacturing operations, witnessing tests or examining material and processes. The employee uses sight, hearing, touch, and smell to assess the workplace and to evaluate processes and products. The employee may be required to crouch, stoop, reach, handle/use equipment (e.g., borescopes or magnifiers), wear personal protective equipment appropriate to the hazards associated with work being inspected, and lift moderately heavy items. Such duties may take place is hot, humid, chilled, confined, and/or obstructed spaces. The employee may be required to drive government vehicles. WORK ENVIRONMENT: In addition to the work that may be performed in an office setting, the duties involve regular and recurring visits to manufacturing, storage, or test areas. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, and hard hat, and observance of appropriate safety precautions. The nature of the work requires that the specialist on a regular and recurring basis be exposed to potentially dangerous situations. The work requires knowledge and application of special safety devices and equipment (e.g., protective clothing or respirators), and strict adherence to work procedures and safety precautions to avoid hazards, such as those pertaining to work in a known toxic environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
