The primary purpose of this position is to serve as a Quality Assurance Specialist in the evaluation/audit areas of Materiel Management Flight operations; to observe and determine quality of inspections and after-the-fact task completion, ensure prescribed technical and management procedures are followed and quality service is achieved.
Duties
Establishes and executes a planned systematic approach of quality assurance for all assigned areas of Materiel Management Flight operations, designed to provide managers confidence that standard practices and established supply processes conform to technical, safety, workload, and customer requirements.
Utilizes data collection techniques and procedures for evaluation, inspection, and audit programs, evaluates the results, and determines the appropriate and effective method and format for presentation to higher-level management.
Evaluate effectiveness for Supply functions, including locally developed forms, OI's, checklists, technical orders, AFI's and other governing standards pertaining to all aspects of Supply operations and procedures.
Performs program management functions to include a variety of special projects, studies, and analysis of problem areas related to the automated management systems for supply management.
Prepares presentations and reports for management relative to any aspect of assigned items or projects when required.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1910 Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Identifying inadequacies and requesting corrective action; computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods; investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities; reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals; and reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience must include a comprehensive knowledge of quality assurance methods, principles, and practices to plan, direct, and/or accomplish a variety or work assignments involving all facets of a quality assurance program; knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of supply programs and/or operation; knowledge of Department of Defense operating policies and procedures and related functional/administrative activities of supply and equipment management programs to effect appropriate interface/coordination of quality assurance plans and programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree with major study in any combination of courses such as those shown above, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques of supply functions. Ability to study and analyze problems involved in supply programs to propose solutions based on sound management judgment and technical considerations.
2. Broad knowledge of operating policies and procedures of both internal and external quality-related activities such as program management, contractors' production, workload planning, procurement, or supply and skill to coordinate quality assurance plans and functions with these activities.
3. Skill in applying supply knowledge to the identification of quality problems and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies.
4. Skill in applying this knowledge to planning and developing quality systems for Materiel Management Flight operations.
5. Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and with using activities.
6. Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program. Ability to prepare technical reports on quality levels, to identify specific problem areas and to recommend corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
