This position is in the Office of Civil Rights within the Federal Transit Administration. As a Program Analyst (non-IT), you will serve as a Senior Civil Rights Officer to promote and ensure civil rights protections on infrastructure projects of national significance. You will serve as an expert technical resource, coordinating with a wide variety of stakeholders to identify and resolve barriers to accessibility, equity, and economic participation in federally funded transit projects.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience applying laws, regulations, or other requirements to public transit programs or projects. Experience analyzing and evaluating, advocating for, or investigating compliance with rights that advance accessibility, equity, or equal protections for individuals from historically marginalized, underrepresented, or underserved groups or populations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Interpersonal Skills – Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Communication and Customer Service – Ability to develop and foster collaborative partnerships, assess customer needs, and communicate complex, technical information in a clear, concise, and understandable manner to answer questions and resolve issues.
