The primary purpose of this position is to serve as the Air National Guard Strategic Basing Program Analyst for the Plans and Programs (AS) Directorate with responsibility to support Air National Guard (ANG) strategic force structure planning.

Duties

Plans, directs, and manages the Air National Guard Program Segment of Head Quarters United States Air Force's (HQ USAF's) Strategic Basing Process. Responsible for the preparation, validation, and distribution of Air National Guard Strategic Basing Plans as approved and directed by the Director, Air National Guard. Stays abreast of policy decisions made by higher agency levels that have impact on assigned programs or missions. Serves as an advisor to the Director/Deputy Director, Air National Guard and senior staff in determining the most appropriate response in the areas of strategic and long-range basing.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Position may perform other related duties as assigned.
  • This is a Key position IAW DoD Directive 1200.7. The incumbent must be removed from military status if alternatives for filling the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, laws and regulations of strategic basing and long-range planning methods, processes, and analytical techniques. Knowledge of Air National Guard/military command structure, missions, programs, and organizational relationships. Highly knowledgeable of Air National Guard, Air Force Major Commands, and Air Force missions, plans, and policies for the full range of contingencies from peacetime through full mobilization. Mastery in planning, organizing, and directing team study work, and in negotiating effectively with the staffs and with counterparts at the Office of the Secretary of Defense, Headquarters Air Force, Air Force Major Commands, and other military agencies. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position. Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. This level requires comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Typically, this includes knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and financial Plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to communicate effectively both orally and in writing negotiates complex issues; and maintains good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
