About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Information Technology Directorate, Business Division, Charlottesville, VA 22911.

Duties

Serves as an IT Program Manager responsible for identifying alternatives to improve the effectiveness of the organization’s intelligence production systems and processes. Develops short-range and long-range plans based on immediate needs and anticipated changes of the organization; providing technical advice and assistance on overall requirements, policies, and challenges. Manages prioritization and delivery of these projects to produce a cohesive production and dissemination environment that serves the customers providing and those consuming intelligence. Consolidates and defines objectives and requirements into an overall plan that meets the technical objectives for improving analytical production and dissemination processes and systems. Serves as project technical liaison for the CIO’s Contracting Officer Technical Representative (COTR). Contributes to the preparation of Statements of Work (SOW) under contracts with private industry.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Two year trial/probationary period may be required.
• In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
