About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Eisenhower, Georgia.

Duties

Conduct analyses and research of technology capabilities to improve training for promoting rigorous, relevant, and tailored distributed education to Soldiers, leaders, and Army civilians. Serve as SME in methodologies of adult learning (e.g. interactive multimedia instruction, instructional systems design) in training areas such as: multimedia delivery systems, curriculum development, instructional media and audiovisual training aids. Apply skills in instructional technology and online course management applications to build advanced distributive IMI products. Conduct research to stay current with new technology and emerging educational tools. Integrate a combination of tools and software to produce interactive learning products (e.g., simulations, coding, videos, animations, web-based applications, mobile learning, IMI products) to use in instruction and training programs. Serve as a consultant to CCOE instructors, evaluators, and supervisory personnel on matters related to DL methodology and implementation. Serve as a Contracting Officer's Representative (COR)/Technical Point of Contact (TPOC)/government site lead for DL, IMI, and gaming and simulations products and services contracts. Support training on and operates gaming and simulation programs used within the Cyber Center of Excellence for multiple demographics including, but not limited to school staff, active and reserve personnel, and approved civilian personnel.

Basic Requirement for Instructional Systems Specialist: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe One year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Designing Interactive Multimedia Instruction (IMI) using current technologies such as Captivate, Articulate, Storyline. 2. Developing and evaluating training or education products with an emphasis on simulation. 3. Using training databases such as Army TDC, Marine Corps MCTIMS, Air Force AFRIMS, Navy CeTARS, or similar military or civilian training databases. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
