About the Position: Serves as the Division Chief for Plans and Operations Division of the Prevention Force Modernization Proponent (PFMP) responsible for managing administration, plans and operation functions to support the Prevention Force Modernization Portfolio. This position is located at the Center for Initial Military Training, Fort Eustis, VA.
Duties
As a Plans and Operations Manager (Prevention), you will perform the following duties which is not an all-inclusive list:
Plan, coordinate, and oversee all operational functions (for example task management, time keeping, budget, contract oversight, travel, and management of communication, knowledge, personnel, and data) for the Prevention Force Modernization Proponent.
Serve as the Prevention Force Modernization Proponent subject matter expert and advisor for the prevention of harmful behaviors to inform operational and strategic planning efforts with a focus on objectives and tasks required to execute planning.
Perform the full range of supervisory personnel management functions such as: plans, assigns, reviews and evaluates work, counsel employees, interviews candidates and makes selections, evaluates performance, supports EEO, etc.
Manage the operation and maintenance of formal actions and suspense tracking systems (such as ETMS, CATMS), processing of incoming communication and transmittal of messages for the prevention of harmful behaviors Force Modernization Proponent.
Plans, directs, and evaluates activities that involve identifying prevention doctrine, organization, training, material, leadership and education, personnel, facilities, and policy (DOTMLPF-P) integration capability and to identify gaps.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
- Business travel is up to 25% of the time.
- One year probationary period may be required if not previously completed.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Work which includes leading and facilitating the development, evaluation, planning implementations, and day to day operations of a military prevention program to prevent harmful behaviors such (for example: Sexual Harassment/Assault Response and Prevention, Equal Opportunity, IPAG or Substance Abuse Program); (2) serving as a prevention subject matter expert advising leaders in the development of strategic, operational and contingency planning in a military setting, and in counseling leadership in prevention doctrine, organization, training, material, leadership and education, personnel, facilities, and policy (DOTMLPF-P) . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS- 13.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
