This position is located in the Washington, DC Commuting Area in the Bureau for Planning, Learning and Resource Management (PLR), Office of Policy Implementation and Analytics at the U.S. Agency for International Development (USAID).
Duties
Develops, conceives, plans and implements data analysis and analytical resources to advance understanding of issues affecting broad, emerging, and/or critical agency policies, programs, and related country or sub-national strategies and planning.
Provides expert advice and guidance on foreign policy, international development, and/or humanitarian assistance issues critical to the development of programs and policies of significant interest to the public, USG and broader development community.
Serves as one of the Bureau’s senior data analysts and one of the key technical officials identifying, assessing, and analyzing high-quality and relevant quantitative data and indicators relating to priority development policy issues.
Serves as an Agency lead expert and Action Office in managing implementation of an analytical program of major global policy significance with extensive resources and high political visibility.
Establishes and maintains effective working relationships with various high-level and senior technical individuals including members of the US interagency, academic and research institutions, and distinguished members of the public.

Qualifications
Specialized Experience:
GS-14 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include: (a) developing, planning, and implementing data analysis and analytical resources to advance understanding of international development issues affecting broad, emerging, and/or critical agency policies, programs, and related country or sub-national strategies and planning; (b) managing a USG-wide or public analytical resource - such as a database, dashboard, or index with supporting reports, analyses, and/or documentation - that provides empirical insights into issues of major international development policy significance; and (c) providing expert advice and guidance to inform policy positions on the U.S. development response to the People's Republic of China (PRC), based on rigorous third party evidence of the PRC's global activities and investments and subject matter expertise in Chinese social or political science.

Significant experience advising senior-level officials on the international development impacts of significant global trends related to U.S. national security and strategic competition, based on advanced analysis of rigorous third party evidence.
The ideal candidate for this position demonstrates advanced data science and analytical capabilities, to include the ability to clean, organize, manipulate, and analyze large scale data sets using programming languages like R or Python, as well as proficiency in data visualization using referenced programming languages and/or software such as Tableau or Power BI. Candidates are welcome to provide sample code and/or scripts to demonstrate this capability.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
