Duties
Responsible for providing solution, business process and technical expertise in the design, development, and implementation of web-based new development applications.
Perform requirements and design analysis to determine feasibility of implementation and to determine optimal application approaches.
Explains the impact of internal and external strategies on the product development, maintenance, and customer base and applies that understanding to product innovation.
Express facts and ideas in writing in a succinct and organized manner.
Requirements
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner (A) in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- Financial Disclosure Statement OGE Form 450 is required on pre-employment and annually thereafter.
- 15% Business Travel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, you must have IT-related experience demonstrating each of the four competencies:1. SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service which includes: (1) Applying Agile, Scrum, DevOps, and lean principles to develop processes, procedures, and practices that support IT products and business requirements; AND (2) Leading and managing complex Enterprise IT projects; AND (3) Effectively communicating and presenting complex technical issues to Senior Leadership
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent
