This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Provides Enterprise Architecture advice, recommendations or subject matter expertise to internal leaders and external stakeholders on matters of Cloud Architecture, infrastructure and Modernization, Data architecture, Management and visualization.
Facilitates best industry practices on Information Technology Service Management, Cloud Computing Operations, and Cloud Financial Operations Management.
Designs architecture for modern cloud infrastructure and data strategies, data analysis plans for implementing exercise scenarios.
Facilitates IT software development including configuration control, Development, Security and Operations (DevSecOps), Agile methodologies, Rapid/Agile Scrum based development, test, integration, Sprint planning and reviews on a continuous cycle.
Develops solutions and program improvements on a variety of high-level subjects such as data fabrics, data meshes, latest available Cloud and Data Services, and data practices to take the organization to the next level of enterprise efficiency.
Performs a full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Engineering and Technology Management within 60 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Critical Acquisition Position. This position requires the selectee to remain in Federal service for at least 3 years.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: (1) Applying Agile, Scrum, DevOps, and lean principles to develop processes, procedures, and practices that support IT products and business requirements; (2) Designing Cloud Architectures; (3) Implementing Continuous Integration and Continuous Delivery for IT systems; AND (4) Managing Large Scale IT Projects.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
