About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Eustis, Virginia, known for its association with Army Transportation, Army Aviation, and is the home to the Army's Training and Doctrine Command.

Duties

Senior technical programming architect for large scale production grade web software applications and related systems. Code construction team project leader, primarily supporting information systems. Serves as a programing language base library (Java, JavaScript (JS), PHP, C#, ASP.NET, .NET Framework) and Object Oriented Programming (OOP) technical expert. Serves as a senior technical JS and .NET programming lead developer and DEVSECOPS utilization specialist for large-scale, production-grade Web software applications and related systems. Information management consultant and Instructor in the field of Information Management Technology working independently, or as project leader, on assigned projects of highly complex nature. Leads platform architecture of projects by serving as the senior technical consultant for relational database design and implementation (e.g., table and index creation, data integrity management and table normalization).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • May require overtime and call-ins after normal duty hours 24 hours a day, 7 days a week; shift work may be required on short notice to include nights, holidays, and weekends.
  • Must satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program.

Experience with system software and DEVSECOPS development life cycles (including systems documentation, design development, configuration management, cost analysis, data administration, systems integration, and testing). Experience applying project management and DEVSECOPS principles, methods, and practices such as: developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). For this position, individuals must also have IT-related experience demonstrating each of the four competencies listed below.
