Duties

The Deputy Chief of Staff, G-6 exercises broad authority to act on all matters within the G-6 functional area of Command, Control, Communications and Computers for U.S. Army Training and Doctrine Command (TRADOC). Oversees the Signal and Information Technology training and readiness of all TRADOC workforce. Ensures TRADOC activities are properly provided with technology, equipment, training, and logistics necessary to be prepared to support operational missions of any/all activities. Provides leadership and mentorship to TRADOC's soldiers and civilians in information technology specialties. Independently anticipates and solves major challenges and addresses strategic policy matters associated with frequent new and rapid growth in information technology equipment and theory that impact TRADOC and its subordinate units. Autonomously explores and develops policies and procedures in information management/information technology that continually improve the command's mission-commanded procedures and business practices. Serves as the command's primary expert in information management and technology. Provides leadership for the command, control, communications, computers and information management components of TRADOC strategy and policy. Duties include planning, analyzing, developing, implementing, maintaining and enhancing the information technology infrastructure, knowledge management, automated systems, information assurance programs, architectures and policies within the command. Responsible for a budget of approximately $ 83 million. Performance is reviewed in the broadest terms for technical perceptiveness, managerial competence, application of technology to solve command issues, and senior leadership contribution to achieve TRADOC missions. Incumbent works for the TRADOC Deputy to the Commanding General a three-star general officer position. Directly oversees a workforce of 59 combined military, civilians and contractors; directly supervises personnel at the COL/GS-15 levels.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. *** TECHNICAL QUALIFICATION(S) (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: TQ 1: Knowledge and experience in planning, management, and delivery of IT/KM Services in support of large organizations such as Major Commands, Corps, Joint commands, Service Component Commands, or equivalent. Proven team-builder who can influence and orchestrate actions and resources of enterprise service providers and external support agencies to ensure TRADOC units receive adequate IT infrastructure and network support. Knowledge and experience overseeing cybersecurity of large networks, systems, and programs. Understands and has experience evaluating and mitigating cybersecurity threats and enforcing cybersecurity directives. TQ 2: Knowledge and experience in development, staffing, and management of Information Technology and/or Knowledge Management policy at Service, Major Command, or Component Command levels. Proven ability to formulate common-sense policies that support command requirements and ensure responsible application of resources and IT capabilities. Able to evaluate proposed policy from higher echelons and provide cogent and objective feedback regarding potential operational impacts. Able to articulate appropriate alternative policy language in response to proposals. Able to envision, articulate, and justify technology capabilities to support evolving the future Army training and education enterprise.
