Duties

You will resolve problems, issues, and conflicts associated with the operation and maintenance of utility services. You will plan future system development and improvements via major maintenance and repairs, recurring maintenance, and operating requirements. You will develop workload projections, determining budget, manpower, equipment and material resource requirements. You will develop training needs of employees. You will monitor expenditures in both commodity and cost center budgets.

Requirements

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

FOR THE GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and operating a variety of utility information systems (e.g., CUBIC, CIRCUITS, SCADA and GIS) to support utility programs; Interpreting advanced principles of utility and energy management to support business and financial systems; Reviewing and developing IT related requirements for embedded information systems (e.g., DDC, SCADA, Instrument control systems). FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting in the operation of a variety of utility information systems (e.g., CUBIC, CIRCUITS, SCADA and GIS) to support utility programs; Interpreting journeyman principles of utility and energy management to support business and financial systems; Applying IT related requirements for embedded information systems (e.g., DDC, SCADA, Instrument control systems).
