The Program Support Assistant (OA) provides support for Patient Care Services, by analyzing and evaluating a wide range of issues relating to the data analysis, program analysis, program review, process analysis, as well as developing action plans and processes to improve patient care within the Iowa City VA Health Care System.

Duties

The Program Support Assistant (Office Automation) performs various administrative and clerical duties in support of the service. Major duties include but are not limited to the following: Coordinates and provides administrative support. Schedules and manages appointments. Receives visitors and phone calls both for the service and the service Chief. Composes and prepares correspondence, forms, letters, memos, reports, computer-related data, specifications, and similar material. Coordinates meetings. Composes and distributes meeting minutes. Maintains office supplies and equipment. Serves as the timekeeper for the service. Receives and reviews all incoming correspondence. Performing work involving the collection, compilation, and tracking of data and statistical information in support of an organization's program operation. Assisting in the planning, reviewing, and reporting of data/statistical results of program and project studies. Performing a basic analysis of the data and generates a variety of reports. Coordinating incoming data from a variety of sources, reviews documents, reports, and/or applications for omissions and inconsistencies, and assuring data entry is complete and accurate. Generating reports for supervisors, peers, facility leadership and executive staff. Utilizing VISTA, CPRS, Excel, Power Point, Event Capture, Appointment Management, VSSC, and other programs as necessary to complete analysis, data collections, reports, and presentations. Preparing management reports with objective information for their decision-making purposes. Analyzing, summarizing and providing recommendations on system and process issues to leadership, to include information on past and current processes and programs. Ensuring programs and processes comply with established VISN and national policies and guidance. Providing ongoing direction and guidance to supervisory and non-supervisory staff in continuous maintenance and updating of programs and processes relating but not exclusive to service consults, electronic wait list, clinic access/wait times, incomplete reports, and non-VA Care reporting. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 0730 am - 4:00 pm or 0800 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Minimum Qualifications for GS-05: You must have one year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a full range of administrative support for an office; receiving visitors and phone calls; reviewing all incoming and outgoing correspondence; scheduling appointments and meetings; preparing a range of correspondence and reports; and utilizing office automation software such as Microsoft Office (Word, Excel, and PowerPoint).OR, Education Substitution for GS-05: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. OR, Combination of Education and Experience for GS-05: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and post-high school education (beyond the second year). Minimum Qualifications for GS-06: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: performing a full range of administrative support for an office; receiving visitors and phone calls; reviewing all incoming and outgoing correspondence; scheduling appointments and meetings; preparing a range of correspondence and reports; and utilizing office automation software such as Microsoft Office (Word, Excel, and PowerPoint); maintaining files/records; collecting, compiling, and tracking data and statistical information; collecting and analyzing data; preparing reports and making recommendations to improve patient care program performance based on data analysis; collaborating with staff to identify and resolve issues or problems of a procedural nature. There is no educational substitution at GS-06 grade level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.
