This vacancy is for a Management Analyst in the Minority Business Development Agency (MBDA), Associate Director for Management (ADM), Office of Administrative and Employee Support Services (OAESS) within the Department of Commerce, located in Washington, D.C.

Duties
As a Management Analyst, you will perform the following duties:
Supports MBDA management in the execution of all recruitments and staffing personnel actions by executing recruitment stragegies and staffing actions; and ensuring MBDA is in complaince with federal and departmental policy, regulations, standards and procedures.
Conducts organizational studies using several types of analytical, statistical, and evaluate methods to determine the effectiveness and efficiency of MBDA's human capital strategy in execution of programs and operations.
Writes formal internal guidelines, policies and procedures for areas of assignment, and regularly monitors, reviews and analyzes thier documentation procedures and controls.
Represents the division or agency at meetings, conferences, and/or seminars.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-13 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as:
Analyzing and advising management on the effectiveness of personnel and administrative operations; and
Performing human capital or human resource related functions such as recruitment & staffing, internship programs, workforce development and training, succession planning, and awards; and
Reviewing and interpreting new and established directives, instructions, regulations, delegations of authority for potential impact on operating policies, work operations, and assuring organizational goals.
