OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).

Duties

This position is located in the United States Agency for International Development (USAID), Office of Inspector General (OIG), Office of Audits, Inspections, and Evaluations (OAI&E), Audit Support Division (ASD). ASD provides crosscutting support to OAI&E teams and senior leadership. ASD's primary work streams include management of audit policies and procedures; staff training; and data analytics and systems support. As the Principal Program Analyst overseeing OAI&E contracted engagements, you will: Provide oversight to ensure that USAID OIG's contracted IPAs perform work according to the terms of the award and applicable standards for the work being performed. Coordinate with the Contracting Officer (CO) and other points of contact in USAID OIG Office of Management (OIG/M) and OAI&E to onboard contractors. Monitor the contractor's efforts to ensure that the contractors are meeting the technical requirements and intent of the contracts in accordance with the required delivery schedules. Provide the CO the documentation required to obtain any contract price adjustments for vendor noncompliance with contract terms and conditions. Provide feedback to ensure timely delivery and quality of contractor deliverables in accordance with contract requirements. Notify the contractor in writing of deficiencies observed in the contractor's performance. Ensure contractors take appropriate corrective actions to resolve the discrepancies. Notify the CO immediately if it appears contractors are arbitrarily enlarging the scope of the contract or delivery schedules, and thereby, obligating the Government to defray unanticipated costs. Provide technical input to OAI&E teams and CO in contract development and management. Maintain contract files in accordance with Federal Acquisition Regulation (FAR), Agency, and USAID OIG policies and procedures. Lead the development and execution of a contract oversight plan. Establish roles and responsibilities with OAI&E teams and individuals acting as activity monitors, supervisors, and other supportive capacity for the engagement. Participate in entrance and exit conferences of contracted engagements and other meetings as deemed appropriate for the needs of the engagement. Provide on-the-job and formal training to OAI&E teams to build in-house COR capacity. Provide constructive input into USAID OIG policies and procedures for oversight of contracted engagements to improve templates, procedure steps, and other guidance.

Requirements

  • Must be able to obtain and maintain a Secret clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • This position requires a COR level II certification or higher.

Qualifications

Selective Placement Factor: Eligible candidates must possess a COR Level 2 certification or above. This Selective Placement Factor is a requirement for this position and is a prerequisite for appointment. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. Specialized Experience: GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (1) serving as COR on contracts related to audits and/or inspections and evaluations; (2) monitoring contractor performance according to an approved oversight plan and communicating issues to the CO; and (3) reviewing contractor deliverables and providing feedback as appropriate prior to payment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
