The Defense Logistics Agency (DLA) is currently hiring in support of Presidential Executive Order 14057, "Catalyzing Clean Energy Industries and Jobs through Federal Sustainability". This position works directly in support of this important initiative to acquire electricity and clean energy to meet the Administration's climate change goals - ultimately, to achieve 100% carbon pollution-free electricity on a net annual basis by 2030.

Duties
Serves as a Program Manager for DOD Carbon Pollution-Free Electricity (CFE) initiatives in support of Executive Order 14057, “Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability”.
Serves as a subject matter expert and the primary point of contact for external stakeholders on matters regarding DoD enterprise-wide CFE initiatives in vertically integrated or retail electricity markets.
Schedules and coordinates regular meetings with Service representatives to ensure Services are informed regarding enterprise-wide CFE efforts.
Tracks progress and provides regular status updates to senior leadership throughout execution of CFE contracts.
Researches and implements best practices from the private sector to streamline and automate CFE data collection.
Leads load forecasting and asset sizing efforts to estimate CFE requirements; calculates CFE need for each inscope installation.
Manages communications with the White House Council on Environmental Quality (CEQ), General Services Administration (GSA), Department of Energy (DOE) and other federal agencies involved in CFE efforts.
Proactively identifies potential risks and challenges associated with execution of CFE procurements and develops mitigation plans.
Supports DLA Contracting Officers in tracking and managing existing portfolio of CFE contracts, ensuring agreements perform as planned and all contractual conditions are met.

Qualifications
To qualify for a this position, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing procurement processes to include requirements identification and contract administration.
Applying program management principles, concepts, standards, tools and practices sufficient to provide operational oversight, organizational support, planning, problem identification/resolution, risk management, budgeting, scheduling and integrated logistics support for procurement activities.

Your application must demonstrate experience managing a program within the utility industry (such as natural gas, electric, renewable energy including Carbon Pollution-Free Electricity).

Substitution of education may not be used in lieu of specialized experience for this grade level.
