This position is in the Outpatient Mental Health Clinic at the James A. Lovell FHCC in North Chicago, IL. The employee services as a health data analyst performing assignments that have varying scope and encompasses all areas of Mental Health Service. The employee performs analytical and evaluative work for all Mental Health Service programmatic aspects of organizational operations and management which have a recurring need for health data gathering, analysis and interpretation.
Duties
Duties and responsibilities include, but are not limited to:
Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of previously identified databases, and comparisons of past, present, and related program functions.
Applies a broad range and sequence of analytical tools appropriate for the assigned studies, from planning and design through fact-finding to reporting results including full use of Data Cubes reports, DSS databases.
Analyzes and evaluates the effectiveness of various Mental Health Service programs in meeting the established goals and objectives of the designated component Collects, reviews, analyzes and evaluates such areas as provider productivity, costs per patient and bed day of care, proposed changes in mission, operating procedures and delegations of authority affecting program operations.
Work Schedule: Monday-Friday, 0730-1600

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: communication and interpersonal relations; use of data cubes reports and DSS databases, knowledge and understanding of the principals, data collection strategies and methodologies, reporting of performance improvement activities; accessing, utilizing, and applying analytical and evaluative techniques; conducting interviews and working with supervisors and employees to obtain information necessary to evaluate and analyze the issues of the assignments. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education which qualifies for this grade level. Example: Applicant possesses 6 months of specialized experience at the next lower grade GS-07, and has 1.5 years of graduate level education, which equals 1 full year at the next lower grade level, qualifying them for the GS-09 level.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
