About the Position: This is a Project Manager, GS-0301-9/11/12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs & Project Management Division.

Duties

Assure the overall management, control, coordination and execution of assigned projects. Participate in District programming decisions affecting long- and short-range courses of action for assigned projects. Coordinate planning, design, cost-engineering, construction and environmental restoration, etc., for engineering or planning projects of substantial scope and complexity. Control and manage project milestones and budgets from planning through construction and initial operations. Monitor progress, measure performance and take necessary corrective action to maintain agreed-upon schedule and cost.

Specialized Experience GS-9: One year of specialized experience which includes: 1) Experience in providing assistance to life cycle project management; AND 2) Experience assisting with the planning of scope, schedule and budget development for flood risk management or environmental restoration projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7). Specialized Experience GS-11: One year of specialized experience which includes: 1) Experience as a life cycle project manager assigned with overall responsibilities of project development and delivery; AND 2) Experience in scope/schedule/budget development for projects; AND 3) Experience of the integration of sponsor/customer requirements into a coordinated management plan. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9). Specialized Experience GS-12: One year of specialized experience which includes: 1) Experience as a life cycle project manager assigned with overall responsibilities of controlling and managing milestones and budgets of multiple projects development and delivery; AND 2) Experience in scope/schedule/budget development and contract administration for projects; AND 3) Experience with the integration of sponsor/customer requirements into a coordinated management plan. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
