This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Passport Issuance Operations. The Passport Services Directorate facilitates international travel and enhances national security by issuing secure passport documents to eligible U.S. citizens and nationals in a responsive and responsible manner.
Duties
Provides consistent and responsive direction and oversight to passport agencies and centers and coordinating regional field input for decision making.
Performs analysis of and oversees a broad range of operational functions that facilitate and/or directly involve the Passport Services Directorate’s ability to conduct affairs.
Provides effective services related to providing accurate and secure U.S. travel and identity documents, providing responsive passport services. Strengths management
and service delivery capabilities.
Monitors and evaluates a variety of processes and passport services programs, modernization initiatives, and ongoing passport operations
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience using a wide range of qualitative and quantitative methods for the assessment and improvement of complex management and program processes and systems.- Experience gained in knowledge of laws, regulations, policies and precedents applicable to U.S. Citizenship and nationality.- Experience establishing/maintaining working relationship with coworkers and officials organizations both internal and external.
There is no substitute of education for specialized experience for the GS-13 position.
