This position is located in the Small Business Administration, Santa Ana National Disaster Loan Resolution Center (NDLRC) in Santa Ana, CA. The mission of the Office of Capital Access (OCA) is to help make capital available through lenders to small businesses. The NDLRC assist customers from the time the proceeds of a disaster loan are disbursed until the loan is paid off. Incumbent will be responsible for servicing or liquidating a full range of disaster business and home loans.
Duties
As a Loan Specialist, GS-1165-11, you will perform the following duties:
Reviews a variety of consumer and commercial loan documents, most of which include consideration and evaluation of complicating factors and determines Small Business Administration's rights in the collateral.
Analyzes financial statements of obligors and endeavors to determine their prospects for continued payment on consumer and commercial loans in connection with modifications of payments or other loan terms.
Prepares written credit recommendations and obtains supervisory approval on a variety of collection as well as real estate transactions.
Provides necessary information as needed to legal staff in preparing various releases and other documents to be executed on behalf of Small Business Administration.

Qualifications
Specialized Experience for GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:
performing in-depth analysis of obligor's financial statements and earning potential of a variety of business enterprises to make recommendations for commercial business loan applications or servicing/liquidation actions; and
reviewing/analyzing a variety of collateral, business types, loan programs and general economic conditions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
All qualification requirements must be met by 11:59 pm (Eastern Time) on 03/29/2024.
Education
If you do not meet the specialized experience requirements, you may also qualify with education. You
MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.
Education Substitution for Specialized Experience: Successful completion of a Ph.D. or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts (official or unofficial) must be submitted in support of this option. If selected, official transcripts will be required.
OR
Combination of Experience and Education as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
