Duties
The Hollings Manufacturing Extension Partnership (MEP) is based at NIST and its mission is to enhance the productivity and technological performance of U.S. manufacturing. MEP is a public-private partnership. Through its collaborations at the federal, state and local level, MEP Centers work with manufacturers to develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains. The MEP Program serves as a bridge to other organizations and federal research labs that share a passion for enhancing the manufacturing community.
If hired as a Communication Specialist for the MEP Group, you will work on,
Designing and executing multiple MEP marketing and communications projects, including messaging and content marketing
Project management, including coordinating with leadership on the creation and implementation of annual marketing and communication plans, managing national branding efforts, promoting MEP activities, and other marketing and communications projects
Drafting, editing, and distributing email communications to stakeholders including the MEP National Network and partners
Providing input into content marketing strategy across digital channels and assisting with updates to online content and collateral materials
Managing marketing and communications learning opportunities for the MEP National Network, including webinars, and in-person knowledge sharing and training sessions
Responding to general MEP inquiries from MEP Centers, other agencies and the general public
Requirements
- U.S. citizenship
- Males born after 12-31-59 must be registered for Selective Service
- Suitable for Federal employment
- Merit applicants must meet time-in-grade/band requirements, as applicable
- Completion of Confidential Financial Disclosure, Form OGE-450

Qualifications
To qualify at the ZA-III level, applicants must have:
One year (52 weeks) of specialized experience equivalent to the GS-11 level (ZA-II at NIST). Specialized experience is defined as:
experience with creating and implementing multiple marketing projects geared toward a variety of stakeholder groups across numerous platforms
writing and editing skills, including using technical terminology and clear & precise English to draft and edit reports and public-facing communications
experience working with multiple organizations across separate disciplines
To qualify at the ZA-IV level, applicants must have:
One year (52 weeks) of specialized experience equivalent to the GS-13 level (ZA-III at NIST). Specialized experience is defined as:
experience creating and implementing multiple marketing projects geared toward a variety of stakeholder groups across numerous platforms
writing and editing skills, including using technical terminology and clear & precise English to independently draft and edit reports and public-facing communications
experience working with multiple organizations across separate disciplines with minimal supervision
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
