The incumbent serves as a Budget Analyst and participates in funds control within the Institute/Center and supports the Budget Officer in the formulation, presentation, and budget execution of the Institute/Center's budget. Compiles narrative and statistical material and prepares exhibits and other background information concerning the IC budget for use in briefing high level officials and the OMB and Congressional budget requests.
Duties
Compile narrative and statistical material and prepare exhibits and other information concerning the Institute/Center budget for use in briefing higher level officials.
Prepare background material for use in briefing officials for Congressional appropriations hearings.
Coordinate the formulation of the budget for intramural and/or extramural activities as well as administrative support.
Analyze budget revisions and provide evaluation and guidance on budget submissions.
Verify accuracy and adequacy of budget data submitted in comparison to historical documents and data trends.
Monitor the execution of approved operating budget to assure that funds are properly allocated.
Provide advice and assistance to managers in the development of budget requests.
Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Budget Analyst, GS-0560 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Independently performing all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds.
