This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located in the U.S. Army Corps Of Engineers, Galveston District, Engineering and Construction Division, Construction Branch, Corpus Christi Resident Office in Corpus Christi, TX. A recruitment/relocation incentive may be offered.

Duties

Maintains surveillance, on a day-to-day basis, over the full range of field engineering activities associated with specific phases of a major civil works construction project. Reviews specifications for clearing of land, excavation, building of access roads, materials testing requirements, storage or stockpiling of materials, and surveying requirements as to setting stakes to mark pertinent features. Reviews contractor's proposed working schedules for logic, adequacy, and to determine construction schedules will be met. Observes and investigates construction at all stages to identify problems, take timely action to correct discrepancies, and to insure full compliance with con-tract plans and specifications. Organize, assign, and control work of inspectors, representatives, technicians, and engineering aids at the project sites.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position is being filled as a one-grade interval. For most one-grade interval occupational series, the qualification standard calls for at least one (1) year of specialized experience at the next lower grade. However, there is no position in the normal line of progression that is one grade lower than the position being filled. Therefore, one (1) year of specialized experience at the second lower level is creditable for in-service (current or former) applicants. However, for outside applicants (ie. those without current or prior Federal competitive or excepted service), one (1) year of specialized experience equivalent to at least the next lower level is required. Please see statements below for qualification and time in grade requirements. For In-service Applicants (Current or Former federal employees): Specialized Experience GS-11: One year of specialized experience which includes: 1) Inspecting construction sites to identify problems and correct discrepancies; 2) Maintaining surveillance on a day-to-day operation to assure project milestones are being met according to contact plans and specification. AND 3) Participating in pre-construction conferences to discuss principal construction features and requirements, in terms of methods and equipment operations. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS-09). Specialized Experience GS-09: One year of specialized experience which includes: 1) Monitoring construction sites for adherence to safety standards and environmental regulations; OR 2) Observing all phases of construction to ensure compliance with contract schedules. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS-07). OR Two full years of graduate education or a master's degree that directly relates to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours. For Outside Applicants (non-Federal): Specialized Experience GS-11: One year of specialized experience which includes: 1) Inspecting construction sites to identify problems and correct discrepancies; 2) Maintaining surveillance on a day-to-day operation to assure project requirements are being met according to contact plans and specification; 3) Participating in pre-construction conferences to discuss principal construction features and requirements in terms of methods and equipment operations; AND 4) Draft quality reports for documenting site observations and potential issues. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS-10). Specialized Experience GS-09: One year of specialized experience which includes: 1) Monitoring construction sites for adherence to safety standards and environmental regulations; OR 2) Observing all phases of construction to ensure compliance with contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level or equivalent in the federal service (GS-08). OR Two full years of graduate education or a master's degree that directly relates to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 semester hours. *Transcripts must be provided at time of application.*
