The primary purpose of this position is to serve in a key staff professional position supporting the command missions and functions representing Headquarters Second Air Force and Headquarters Air Education Training Command by providing comprehensive support services for the Air Force Career Development Academy's (AFCDA) career development course (CDC) program.
Duties
Develops and codes programs using a variety of programming languages as applicable to the CDC projects.
Responds to user application problems.
Analyzes and refines system requirements.
Evaluates new application software technology.

- Knowledge of training administration, policies, and procedures and the principles, practices, and techniques of instruction is desired, but not required.

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Applying IT application software design principles, methodologies, and approaches used in developing, coding, testing, debugging, and maintaining applications software that support functional requirements; Prepare systems documentation to include functional descriptions, maintenance manuals, test and implementation plans, cost analysis, specification documents, feasibility studies, and user guidance; Analyze functional IT system requirements, translate findings into functional requirements, develop supportable recommendations for enhancement, apply a wide range of methodologies and tools, and to design, write, code, debug, test, and maintain applications.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of software design principles methods and approaches.
Knowledge of system software and systems development life cycles, including systems documentation, design development, configuration management cost analysis, systems integration, and testing.
Knowledge of IT applications software concepts, principles, methods and practices and SCORM and 508 requirements.
Knowledge and skill of the basics of software programming languages such as HTML5, VISUAL BASIC, XML, C++, C#, and development tools such as Adobe Creative Cloud suite, Captivate, and SharePoint and Microsoft Office Suite.
Skill and ability to analyze organizational application software requirements to develop supportable recommendations for enhancement, apply CASE tools, and design, write, code, debug, test and maintain applications; skill in analyzing problems in order to frame the issue, formulating alternatives to resolve, and presenting recommended solutions.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, using tact and courtesy, as well as work in a professional manner with subject matter experts, program officials and management; develop and maintain higher headquarters and inter-agency relationships in order to refine system requirements, implement IT advancements, and provide recommendations to implement educationally effective design and development of new and changed CDC products.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
