This position is in the Bureau of Consular Affairs, Passport Services Directorate, Passport Issuance Operations, Office of Management Analysis and Coordination, Management and Process Analysis Division(CA/PPT/I/MAC/MP). The mission of the Division is to analyze operations and help create an efficient Passport network through standardizing and streamlining processes, sharing best practices, and enhancing coordination.
Duties
Analyzes and reviews business processes for accuracy, efficiency and improvement. Provides support to the
Managing Director.
Coordinates major Consular Affairs operational initiatives, leveraging PPT’s economy of scales business model and reducing the resource burden on the field.
Collects and analyzes data to assist Passport Services in making data-driven decisions that align with the directorate goal of efficient and effective operations.
Coordinates pilots and/or conducts time and motion studies to measure efficiencies.
Works to further improve transparency and foster two-way communication between PPT Headquarters and the field through multiple platforms, including teleconferences and digests
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience identifying, reviewing, and evaluating internal and external programs and projects to ensure uniform program and project management standards are followed in passport agencies, centers and production facilities nationwide.
Experience developing, establishing, and maintaining effective working relationships with key stakeholders to plan ,develop, and implement management systems and processes, methods, and practices to improve the quality of and enhance the effectiveness and efficiency.
Experience planning and conducting reviews and analyzing current and proposed policies, standards, and criteria applied by the Directorate to determine whether they are in consonance with Departmental policies and directives.
There is no substitute of education for specialized experience for the GS-14 position.
