This position is located at Bureau of the Fiscal Service, Systems and Project Support Division. As a/an Senior Financial Systems Analyst, you will coordinate the activities of various component organizations within ARC to ensure successful new customer implementations as well as continued support and maintenance of current stakeholders.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Provide consulting services to stakeholders on financial system setup and interfaces. This includes demonstrations of the financial systems to stakeholders, making formal presentations to stakeholders, which are intended to provide them with the best solution for their accounting needs at the least cost to ARC. In some cases, the incumbent must convince audiences to accept and implement new ideas.
Participate in and or conduct work sessions with stakeholders. Such sessions include interviewing stakeholders in order to gather information on their business practices, current processes and requirements; gathering documents the information learned from work sessions with stakeholders; employs technical writing skills to document customer requirements.
Analyze internal and external customer's business practices and requirements in order to make recommendations on processing and or business process reengineering. Work to ensure that financial systems are configured in a manner that will meet the customer's needs.
Participate in meetings with higher officials within the Branch and Division as well as representatives of ARC stakeholders to achieve necessary coordination.
Responsible for ensuring operational compliance with multiple sources of governing industry standards and federal regulations.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience- For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
identifying stakeholders' financial management needs as well as experience in analyzing, debugging, testing and implementing solutions to automated financial system issues.
Examples of such experience may include the following:
- Ability to identify stakeholders financial management needs
- Ability to develop and document system requirements by gathering information that is followed through to design/testing
- Ability to develop and document detailed test plans that ensure regulations and system requirements are met as well as unique customer requirements
- Providing demonstrations and presentations to customers on automated financial system functionalities
- Developing and writing queries to access, gather information, and produce reports
- Experience with middleware technologies and connectivity.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: providing project support, performing financial and technical analysis in order to identify issues and provide recommendations for improvement of systems, programs or processes.
Examples of such experience could include:
- Defining and writing system requirements, test plans, and test scripts; OR
- Identifying and resolving issues and problems; OR
- Analyzing, testing, or implementing new upgrades and modules of financial systems OR
- Analyzing and providing input for the development of project plans; OR
- Providing demonstrations and presentations to customers on automated financial systems/solutions; OR
- Supporting automated system development and design.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
