Program Analyst vacancies will be filled under the Department of Labor (DOL) Recent Graduates program in the excepted service. DOL Recent Graduate appointments are one-year. The entire duration of the program constitutes a trial period. Upon successful completion of the program, and at the agency's discretion, appointees may be converted to term or permanent positions in the competitive service.

Duties

Program Analyst positions are located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP), Division of Technology Measurement and Strategic Initiatives (DTMSI). BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. OTSP provides IT support to all aspects of BLS data development initiatives. DTMSI's mission is to establish IT policy for BLS; develop and administer IT contracts and budget; direct BLS initiatives in E-Gov, Earned Value Management, Enterprise Architecture, and Office of the Chief Information Officer reporting; establish management policy; and, manage the measurement of BLS and OTSP IT strategic goals. To fulfill the above mission, DTMSI Program Analysts partake in the Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) program. FAC-COR is for acquisition professionals in the Federal Government performing contract management activities and functions. Contracting Officer's Representatives (CORs) play a critical role in ensuring that contractors meet the commitment of their contracts. They facilitate proper development of requirements and assist Contracting Officers in developing and managing their contracts. The purpose of this program is to establish training and experience requirements for those acquisition professionals.

Requirements

  • Must be at least 16 years.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • The entire duration of the Recent Graduate Appointment constitutes a trial period.
  • Appointees must sign a DOL Pathways Recent Graduate Program Participant Agreement.
  • Appointments expire at the end of the one-year service period unless the participant is selected and approved for conversion to a term or permanent position in the competitive service.

Qualifications

Applicants must meet at least one of the following Minimum Qualification requirements for education, specialized experience, or a combination of education and specialized experience. 1) Education Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D (if related). OR 2) Specialized Experience: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the Federal Service. This paid or unpaid experience may have been obtained in the private or public sector. Specialized experience at this level is defined as either of the following: Assisting with portions of investigations into the effectiveness of a program or project task. Experience indicators at this level include collecting, compiling, and arranging information for the purpose of drafting preliminary analyses; analyzing and interpreting information for the purpose of drafting preliminary findings; or, developing recommendations to improve work methods and procedures. Assisting with planning or implementing activities needed to support the fulfillment/delivery of program missions, policies, or objectives. An example of an experience indicator at this level includes contributing to the development of training or outreach efforts needed for effective program delivery. OR 3) Combination of Education and Specialized Experience as described below. Graduate education (more than one year but less than two) and specialized experience as required for GS-09 (less than one year) that when combined totals one year. Only graduate education beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year.

Education

To be eligible for an appointment, you must meet requirements A. or B.

A. Completed (or will complete by the end of Spring 2024) all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
