This position is in the Veterans Benefits Administration (VBA) Central Office, Outreach, Transition and Economic Development (OTED), in Washington D.C. The goal of OTED is to execute a seamless transition from military to civilian life and accelerate the economic empowerment and development of transitioning Servicemembers, Veterans, and their families by partnering with numerous federal agencies and increasing access to VA benefits, programs, and services.
Duties
Specific duties include:
Monitor and administer PCPG program and activities, such as: determination of eligibility for PCPG benefits; establishing communication with beneficiaries, distributing work as appropriate; analyzing data to refer beneficiaries to appropriate servicer for program delivery; and/or, performing case management and tracking of progress; and/or, provide information and referrals to VA benefits at the request of beneficiaries.
Works in close cooperation with other elements of VBA as it relates to providing information and/or referrals to VA benefits for transitioning Servicemembers, Veterans, and their families.
Provides background to other agencies regarding OTED programs, work processes, and how to integrate all VBA services to assist Servicemembers, Veterans, and their families access to potential entitlement to VA benefits.
Develops and reports on relevant and significant economic statistics affecting transitioning Servicemembers, Veterans and their families.
Tracks, analyzes, and reports on data provided through partnership agreements. Provides recommendations for program refinements, defines short and medium range plans, and validates program requirements.
Oversees programs and activities supporting VA benefits and services for Servicemembers, Veterans, and beneficiaries, collaborating closely with other VA elements on transition, education, benefits, and employment.
Conducts long-range and short-range research and studies within OTED to align with the organization's business objectives, critically analyzes relevant data and makes recommendations using available resources such as internet tools, manuals, and other reference material.
Executes multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
Prepares clear and concise documents. Assists in developing and updating procedural guidance. Drafts briefing papers and answers Congressional and external stakeholder inquiries.
Research Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions.
Leads in-house efforts and participates actively as a team member or sub-group leader on project teams involving participants outside of VBA.
Represents OTED in meetings or conferences within VA, at other Government agencies, and with representatives of service, civic, and fraternal organizations.
Evaluates the effectiveness of PCPG contracted counseling services, ensuring contractor's work quality, reviews administrative audits and determines appropriate corrective action required; designs, develops, collects, and manages PCPG program metrics, reviews contractor invoices, maintains payment and deliverable records, evaluates customer service practices, and makes recommendations for improvements and plans strategies to increase customer satisfaction.
The incumbent plans, conducts, and engages in outreach activities to promote PCPG. Furthermore, will represent VA by acting as a liaison with military installations, educational facilities, and contractors related to the PCPG process and other support activities.
Engages in outreach to internal and external stakeholders. Incumbent will provide information on OTED program including types and description of programs, entitlement requirements, and length of eligibility.
Prepares briefings and gives oral presentations to various audiences within OTED, VBA senior management, Congress, and department level executives outside of OTED.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/18/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-09 in the normal line of progression for the occupation in the organization. You must have one year of specialized experience equivalent to the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include general knowledge of all benefits and federal laws pertaining to benefits program regulations, assisting with multiple assignments efficiently and effectively, interpersonal communication skills for coordinating with colleagues and internal stakeholders to address external inquiries.
Education Substitution: GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,GS-11 ONLY -Combination: Applicants may also combine education and experience to qualify at the GS-11 level. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position
GS-12 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes comprehensive knowledge and skill in applying analytical and evaluative methods for management evaluations, problem identification, corrective actions, training, policies, and procedures. Thorough knowledge of program functions, staff responsibilities, goals, objectives, work processes, and administrative operations. Knowledge of quantitative and qualitative analysis techniques to assess program effectiveness. Assists with extracting and analyzing project information, assist with developing report presentations, and coordinate accurate program plans and proposals. Ability to identify, analyze, and resolve problems using knowledge of program execution and sound administration procedures.

GS-13 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes extensive knowledge of benefits and federal laws pertaining to benefits program regulations, extensive knowledge, and skill in applying analytical and evaluation methods for management evaluations, problem identification, extensive knowledge, and skill in applying analytical and evaluative methods for managing evaluations, problem identification, corrective actions, training, policies, and procedures. Carries out work assignments, determines scope, established priorities, and applies policies. Coordinates with others, resolves problems, and modify methodology to meet requirements, Expertise in quantitative and qualitative analysis techniques to assess program effectiveness. Extract and analyze project information, develops report presentations, and coordinate accurate program plans and proposals.
