Duties
Develops assigned plans, programs, and special projects utilizing knowledge of missions, policies and functions of Command Support Office (CSO), DLA Troop Support, and the five supply chain worldwide missions and functions.
Interacts with all levels of management and provides advice and guidance as well as conducts reviews and analyses of Command Support Office (CSO) initiatives and Troop Support operations.
Serves as project team manager or member of a multi-functional team to coordinate/conduct individual analyses, special studies, programs.
Conducts resource studies requiring the development of new approaches, to ensure uninterrupted fiscal/administrative support of the five supply chain mission and the Major Subordinate Command's evolving highly technical and diversified organizations.
Assures consistency in understanding and application of DLA Troop Support policies; develops local/supplementary/internal operating procedures and guidance/criteria as necessary to insure consistency of interpretation of issuances.

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Performs analytical and evaluative work to develop and execute phases of operating programs.
- Plans, schedules, and conducts projects and studies on substantive operating programs.
- Ability to analyze, evaluate, and recommend ways to improve the effectiveness and efficiency of work operations in a program or work setting.
- Ability to articulate requirements to functional specialists in order to develop accurate management information and statistics.
- Plans, directs, coordinates, and controls resources, logistical, policy and procedural requirements necessary to manage and complete projects.
- Prioritizes programs, program changes, and projects to meet the mission.
- Provides advice and guidance to higher management on interpreting and developing implementation plans of inter-directorate policies, procedures, and regulations.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
