•    The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Elementary and Secondary Education (OESE), Office of Safe and Supportive Schools at the U.S. Department of Education (ED) in Washington, DC. The position is established to supervise, analyze, and advise management on the evaluation of the effectiveness of grant programs operations and/or the productivity and efficiency of management, or both.

APPLICATION LIMIT: This vacancy announcement is limited to the first 100 applications received and will close at 11:59PM Eastern Time on the day that we receive the 100th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Supervisory Management and Program Analyst, GS-0343-14, you will be responsible for:•  Coordinating and overseeing personnel matters for staff assigned to the programs, which includes evaluation of employee performance, recommending selections and promotions, and scheduling of work operations.    •  Directing staff in the core grant and contract administration functions in the office that may include grant making, policy development, technical assistance, customer service, program monitoring, program reporting, program evaluation, and/or staff capacity.     •  Reviewing, and recommending regulations, policies, and procedures for administering program responsibilities. Conducting continuing appraisal of program operations and recommends priorities to the Program Director for the accomplishment of program goals.   •  Presenting on Program office requirements, procedures, and policies. Assisting the Program Director in the development of information for relevant reports to Congress.  

Requirements

  • Relocation will not be paid.
  • Males 18 and over must be registered with the Selective Service.
  • You may be subject to serve a one-year trial period.
  • You may be subject to serve a one-year supervisory trial period.
  • Must be a US Citizen
  • Background Investigation is required.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.  Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:1.  Experience managing and developing policies, establishing priorities, and implementing procedures related to the management of grant programs.     2.  Experience advising senior leaders in a school, district, or state educational agency setting on K-12 education theories, principles and practices.   3.  Experience leading technical assistance activities in educational settings to improve educational outcomes and equitable access.  Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.  Ability to lead teams, manage and delegate work processes, and lead collaboration with internal and external partners.2.  Knowledge of the federal grant process to anticipate issues, conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.3.  Skill in program management, monitoring, and implementation of policies, regulations, and procedures supporting elementary and secondary education and other education laws. 4.  Ability to effectively communicate both orally and in writing to convey technical information, analyses, findings and recommendations.

Education cannot be substituted for experience for this position and grade level.
