Qualifications
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as analyzing and evaluating the effectiveness of program operations in meeting established goals; and developing new or modified program policies, regulations or objectives.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of planning, programmatic, budget/financial, and administrative regulations, policies, procedures, guidance and practices; 2) Ability to direct teams and cross-organizational groups to conduct/lead projects; 3) Ability to negotiate with management officials to implement recommendations; 4) Skill in quantitative and qualitative analysis; 5) Skill in written communication sufficient to provide recommendations; 6) Skill in project management; 7) Skill in developing and interpreting policy statements, guidelines and legislation relating to OCFO program activities and functions; 8) Ability to negotiate with management officials to implement recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
