Duties
Executes the military training program in support of garrison, tenant and satellite units.
Develops and executes all contingency plans necessary for rapid reaction to domestic emergencies, acts of terrorism, and natural disasters associated with earthquakes and weather phenomena.
Executes the garrison mobilization mission.
Directs the installation's personnel security, intelligence and counter intelligence programs.
Plans, assigns, and evaluates work of subordinates.
Makes decisions on work problems presented by subordinate supervisors/leaders; evaluates subordinate supervisors/leaders; and serves as the reviewing official on evaluations of non-supervisory employees rated by subordinate supervisors.
Provides guidance and interpretation of all issues pertaining to personnel and industrial security programs
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Top Secret security clearance for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is subject to a pre-employment drug testing/screening and random testing thereafter.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
- Shift work and emergency overtime may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has been designated as Emergency-Essential.
- In the event of a crisis situation or wartime, incumbent must continue to perform duties and requirements of position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Specialized Experience: One year specialized experience which includes: (1) experience in emergency management operations and training; (2) experience in anti-terrorism force protection planning and/or execution; (3) experience in personnel security functions such as operations security, personnel security and industrial security programs; and (4) experience leading and/or supervising a team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
