Duties

Oversee the full life cycle management of Multi Award Indefinite Delivery/Indefinite Quantity (ID/IQ) Information Technology (IT) Contracts for Commercial-Off-The-Shelf (COTS) products, Services (SVC), or Software. Responsible for the planning, management, and synchronization of individual COTS IT products and processes, horizontally across a wide variety of acquisition project activities. Conduct market research, develops acquisition plans and/or strategies, develops performance work statements and/or evaluated criteria to enable the procurement of COTS IT products that meet the business needs of the Army. Use independent judgment in planning, organizing, or directing the full range of technical or contractual aspects of assigned COTS IT multi-vendor, ID/IQ contracts. Prepare all documentation necessary for contract solicitation, including statements of work and contract data requirements.

Requirements

  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II - Practitioner in Acquisition Career Field A - Program Management within 60 months of entrance on duty.
  • 15% Business Travel.
  • Frequent travel and sometimes on short notice, possibly for extended periods, to CONUS and OCONUS locations, using the most expeditious mode of transportation available.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service which includes: 1) Preparing and coordinating preparation of program documents such as the Acquisition Plan, assisting with contract negotiations, and managing schedule of enterprise license agreements; AND 2) Serving as a Contracting Officer Representative for assigned contracts and coordinating contractual issues with contracting officer: AND 3) Leading and managing teams; AND 4) Experience with Army digital transformation initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03) or GS-13.
