This vacancy is for an IT Cybersecurity Specialist (Direct Hire) in the Bureau of Industry and Security within the Department of Commerce.

Duties

The duties described below are at the highest grade advertised. The duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee As an IT Cybersecurity Specialist (Direct Hire), you will perform the following duties: Managing digital and hardware platforms and working with clients and customers to assess their needs, provide information or assistance, resolve problems, and/or satisfy their expectations in order to provide quality products and services. Ensuring configuration management process and procedures are followed using application and system enhancements and modifications from an Agile DevSecOps framework. Leading multi-agency working groups or task forces and federal and contractor staff on development, installation, system integration and configuration, testing and acceptance, preventive maintenance and troubleshooting, end user assistance and training, information security, and system/database administration. Managing/leading and analyzing business processes and workflow procedures; gathering information from consultation with managers and individual users, studies work products, and observing work processes to ensure the timely. Provides technical advice, guidance, and recommendations to management and other technical specialist and to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations. This Job Opportunity Announcement may be used to fill other IT Cybersecurity Specialist (Direct Hire) GS-2210-13/14 Full Performance Level (FPL) GS-14 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: - Experience working with network security and data related issues; and - Exchanging information in connection with cyber security requirements and preparing various reports, briefings and/or summaries pertaining to this area; and - Coordinating with team members on security engineering of the modernization of Information Technology (IT) systems and applications. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: - Leading a digital services team to facilitate a secure environment for the implementation of an organization's mission and business objectives; and - Evaluating existing and new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures; and - Leading/Managing projects that include modern technologies such as cloud-based applications and information system components; and - Implementing data sharing projects between partner organizations.
