This position is located in the Department of Commerce (DOC), International Trade Administration (ITA), Global Markets (GM), Office of Strategy & Engagement (OSE), Planning, Analysis, and Stakeholder Engagement Division.
Duties
As a Supervisory Management and Program Analyst, you will perform the following duties:
As the Director of SP&SR, the incumbent is responsible for planning, developing, and implementing critical strategic initiatives, organizational strategies, performance metrics, data models and analytics, and stakeholder communications that will have a direct impact on the organization's success and be used to inform evidence-based decision making by GM leadership on priorities and programs.
Leads a diverse cross-functional teams of subject matter experts and leadership drawn from a variety of disciplines when circumstances warrant; and ensures necessary linkages are made with other GM and ITA divisions and business units, including other government agencies, to ensure a strong level of situational awareness is promoted on relevant topics.
Manages the strategic planning process across GM business units; oversees performance metrics and resource allocation data modeling and integrity; advises the OSE Director and Deputy Director, Deputy Assistant Secretary Global Operations (DASGO), Deputy Director General, and Director General on strategy, performance metrics, data modeling/analytics, and stakeholder relations; collects, coordinates, and analyzes business and stakeholder needs; and guides the application of that information in the refinement and delivery of stakeholder reporting and engagement across the GM enterprise.
Finds operational synergies, maximizes efficiency, and strengthens outcomes in support of achieving goals of the organization and the mission of GM.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: develop an effective strategic and operational plan to meet program objectives; AND direct team study work and negotiating effectively with management to accept and implement recommendations; AND apply program and operational goals and objectives to complete operational events and milestones; AND identifying issues and developing new approaches to problems arising out of qualitative and quantitative management studies and surveys.
