You will serve as a MANAGEMENT AND PROGRAM ANALYST in the G-4 Directorate of MARCORPS NATIONAL CAPITAL REGION.

Duties

You will serve as the G-4 Directorate, Marine Corps Installations Command (MCICOM) subject matter expert and program manager for Marine Corps Support Agreements, G-Invoicing, and Management Internal Control Program (MICP). You will assist in maintaining Marine Corps Orders, MCICOM Orders, and other policies related to Support Agreements, and G-4 MICP. You will advise supervisors, co-workers, and field activities regarding interpretation and application of guidelines established by DON, DoD, and federal entities and laws pertaining to personal property accountability and financial requirements. You will manage inter/intra service support agreements and memoranda of agreement/understanding. You will manage MCICOM G-Invoicing, the government's system to manage receipt and acceptance of General Terms and Conditions for Agreements, Orders, and Performance. You will facilitate the implementation of a comprehensive system of internal controls for the G-4 Directorate to establish and maintain compliance with noted policy, MCICOM and Marine Corps guidance related to internal controls. You will review, audit, and prepare investigative reports and participate in/conduct site visits in order to determine corrective actions required for assigned programs.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a staff lead for planning, managing, coordinating, providing oversight, training, and maintaining governance for a program AND extensive experience interpreting Department of Navy procedures and policies to provide guidance and support for Marine Corps Support Agreements, G-Invoicing, and Management Internal Control Program (MICP).
