Duties

You will make independent recommendations to stakeholders’ initiatives and ensures compliance to support SECNAV priorities. You will deliver informed programmatic and warfighting options for follow-on programming and integration. You will plan, organize, and conduct complicated assessments of DON programs, processes and functions with the end goal of producing a better product and reduce process variation across the DON. You will serve as a part of a small and very senior team that works to coordinate and collaborate throughout the DON to maximize alignment with SECNAV priorities. You will make independent recommendations, devise institutional mechanisms for resolution, policy interpretations, monitor and report progress to the Director, OSA, and recommend and prepare higher level policies.

Qualifications

FOR GS-15 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience evaluating defense plans, programs, policies, organizational structures, and management practices to provide agency head with timely, fact-based, and unbiased diagnoses of major problem areas and strategic opportunities; producing deliverables such as scientific studies, research papers, operational assessments, and various types of qualitative and quantitative analyses; AND developing proposals to enhance agency effectiveness. FOR GS-14 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience producing deliverables such as scientific studies, research papers, operational assessments, and various types of qualitatives analyses; AND developing proposals to enhance agency effectiveness.
