You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of SUPSHIP GULF COAST. Salary by Grade Level GS-11: $72,553 - $94,317 GS-12: $86,962 - $113,047

Duties

You will perform or advise on work in any of the phases or system of budget administration including formulation of budget and cost estimates to support plans, programs, and activities. You will present and defend budget estimates before authorities, review and evaluate budget requests, control, and reporting of obligations and expenditures. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will identify, analyze and resolve a range of budgetary problems such as development of alternative methods of funding.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a bargaining unit position.

Qualifications

FOR GS-12 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting financial analysis related to budget formulation, evaluating budget requests, monitoring obligations and expenditures, or interpreting budgetary policies and practices for organizational programs. FOR GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzingbudget requests, financial documentation, or monitoring obligations and expenditures in support of organizational programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

FOR GS-11 GRADE LEVEL ONLY:
  • Successful completion of a Ph.D. or equivalent doctoral degree; -OR-
  • Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR-
  • Successful completion of an LL.M. degree that is related to the position being filled; OR-
  • A combination of experience and graduate education as described above that equates to one year of experience.
