You will serve as a FINANCIAL MANAGEMENT ANALYST in the Budget & Finance (EOB) DIVISION of SUPSHIP GULF COAST.

Duties

You will perform budget formulation work involving preparation of detailed analyses and estimates of funding needs for one or more budget years. You will assemble and/or develop background data, information, and documentation to support required program budgets. You will perform budget execution and administrative work to monitor obligations incurred and actual expenditures with different sources/types of funding, such as direct annual, multi-year, and no-year appropriations. You will monitor the use and rate of expenditures of budgeted funds through staff coordination, review of documents, and examination of accounting records. You will conduct research, identify and analyze trends in the use of funds and evaluate the effects of continuing changes in program plans and funding. You will have comprehensive and detailed knowledge of acquisition processes, policies, and regulations to monitor obligations incurred and actual expenditures with different sources/types of funding.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing financial management analysis (e.g., budget planning, analyzing manpower levels and funding, or monitoring obligations and expenditures) for an organization.
