You will serve as a Supervisory Financial Management Analyst in the Contract Funding Division; Comptroller Department of SUPSHIP GULF COAST.
This position is part of the Acquisition Demo Personnel Demonstration Project. NH-03 is equivalent to GS-12/13.
Duties
You will perform or advise on work in any of the phases or systems of budget administration.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will implement legal and regulatory controls over approved budgets.
You will set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work.
You will assign work to subordinates based on employee capabilities, priorities, and difficulty.
You will develop performance standards and evaluate employee performance.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay-band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing financial resources for an organization. Examples of specialized experience may include: formulating, justifying, or overseeing the execution of budgets; exercising judgment to provide financial management advice to management or customers; conducting financial planning and control, accounting, budgeting, or financial analysis and reporting; creating, analyzing, or evaluating financial data or reports using business tools and applications; evaluating financial performance metrics to provide recommendations or solutions.
