Duties

You will serve as a Section Head in one of the organization’s branches. You will plan, direct, organize, and supervise the work of employees involved in the life cycle management processes related to major DOD an/or USMC information systems. You will serve as a technical expert for the branches information systems, database systems, or networking while keeping abreast of changes in policies, regulations, and directives to determine the effect on operations. You will analyze business operations and processes to determine compliance with guidelines, procedures, and internal controls. You will serve as Technical Point of Contact (TPOC) for software used by branches information systems or branches staff. You will develop information systems program and budget requirements, justifications, and documentation to meet all mandatory DOD Life Cycle Management (LCM) and Financial Management regulatory requirements. You will be direct supervisor of engineering, database and information system support staff. You will develop performance standards and major performance objectives with subordinate supervisors and/or employees. You will ensure performance standards are equitable and that all subordinates receive timely performance feedback in accordance with USMC regulation and/or any application negotiated agreement, and annual performance ratings.

• This is a Cyberspace Workforce position, work role code IT Project Manager, proficiency level (basic) the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing, planning, or scheduling project teams in order to reach milestones and accomplish objectives; and coordinating, applying, or cost estimating for architecture compliance with regulatory policies, software standards and user requirements to recommend process changes.
