The primary purpose of this position is to serve as a security specialist and security advisor providing oversite and management of multiple security disciplines (information, personnel, industrial, physical, computer, operations, and communications security) to all HQs AMC, USTRANSCOM, and 618 AOC civilian employees, military members and contractor personnel.
Duties
Implements and administers the Information Security Program for the organization.
Implements and administers industrial security program.
Implements and administers the Personnel Security Program.
Serves as a security professional for the development, testing, fielding, and protection of advanced Security program technologies.
Requirements

- Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
- This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other
intelligence-related Special Sensitive information
- Or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This is a Testing Designated Position. The incumbent is subject to random drug testing for drug use.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- Employee must maintain current certifications.

- Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or
- initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.
- The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include applying knowledge of security information, industrial, personnel security practices, policies, and program functions in support of the Mobility Directorate as well as Comprehensive knowledge of industrial security operations and procedures as it applies to defense contractors in order to provide technical program direction. applying knowledge of acquisition security and Program Protection and administrative procedures associated with classified material up to and including Top Secret plus experience in Government administrative procedures. And applying knowledge of DOD, USAF, and other agency intelligence organizations. Also, Solid understanding of the Headquarters Air Force Life Cycle Management Center mission and general knowledge of each supporting function to facilitate introduction of applicable information security requirements into non-security publications, procedures, or programs.

EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. NOTE: You must submit a copy of transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
3. Knowledge of Air Force contractual practices and requirements for development and purchase of aerospace weapon systems. Must be familiar with civilian industrial organization, operations, and management practices.
4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the SAF.
5. Ability to communicate effectively, both orally and in writing.
6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
