Duties

DUTY 1: Plans, organizes, and directs the activities of HQ AMC/AIS/INS, ensuring that personnel, information, physical, industrial, communications, computer and foreign disclosure security programs involving SCI for the entire MAJCOM comply with legal and regulatory requirements and meet customer needs. DUTY 2: Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management. DUTY 3: Represents HQ AMC/AIS/INS with a variety of installation and functional area organizations. Develops, directs, and enforces MAJCOM SCI computer/information systems and information assurance policies, procedures, and controls. DUTY 4: Provides AMC and subordinate organizations worldwide with authoritative guidance on all aspects concerning physical security programs for the development, construction, and maintenance of SCIFs. DUTY 5: Oversees and directs the MAJCOM Personnel Security program to ensure accomplishment of AMC missions, goals, and objectives through proactive application of security principles, policies, and practices.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: extreme knowledge of all SCI security programs as they apply to the protection of SCI. Ability to assimilate and implement SCI security guidance from National level directives. Capable of using experience, education, and knowledge to develop system security standards for new or developing systems or methods of doing business. Knowledge to implement a MAJCOM SCI security program. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of security concepts, principles, and practices to review, independently analyze and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. 2. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 3. Ability to communicate effectively, both orally and in writing, clearly, concisely, and accurately to a wide range of audiences. 4. Knowledge of required security training concepts, programs, procedures, and practices and security program interrelationships to coordinate the objectives and plans of two or more specialized programs and to assist managers in complying with established security programs to support and promote information sharing and strategies. 5. Skill in developing, analyzing, and evaluating multiple security programs (Personnel, Physical, and Information) to meet mission requirements and improve organization security programs. 6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Knowledge of security practices for ensuring the safeguarding of classified information is required. 2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency. 4. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. 5. Department of Defense Security Fundamentals Professional Certification (SFPC), and Security Program Integration Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
