Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Mission Support Division, Workforce Management Branch, International Field Office, Preclearance Operations, in Ashburn, Virginia. This Office will be transitioning to the International Operations and Advisory Directorate (IOAD) in the near future.

Duties

As a Mission Support Specialist, you will oversee the implementation of programs and policies related to Workforce Management. This includes evaluating, communicating, reporting, coordinating, tracking, and verifying a wide range of workforce management processes, procedures, resources, problems, and needs. This position starts at a salary of $99,200.00 (GS-12, Step 1) to $128,956.00 (GS-12, Step 10) with promotion potential to $128956 (GS-12 Step 10). Major duties for this position include but are not limited to: Collaborating with and/or leads senior management in employing change process concepts and procedures in the administration of a variety of other awards programs. Overseeing the workers' compensation program for the field office and serving as an Injury Compensation Coordinator (ICC) under the confidential cognizance of the U.S. Department of Labor. Exercising confidential and independent judgment in working with the Department of Labor, management, and employees alike in worker's compensation claims interpreting laws, regulations, and policies. Monitoring sensitive information systems to ensure compliance with performance management requirements. Providing personal counseling to employees on retirements, pay, and leave issues; and implements return to work strategies to reduce time lost to work-related injuries and other extended medical absences.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Reviewing staffing levels, computing attrition rates, and taking corrective action to resolve errors. Gathering data on projected turnover, losses, program changes, etc., and assisting with development and coordination of recruitment plans for backfills. Coordinating vetting issues and making Collective Bargaining Agreement interpretations for all bargaining unit hardship transfer requests. Monitoring sensitive information systems to ensure compliance with performance management requirements. Assisting in providing advice involving program issues to the senior executive staff within the field office. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/19/2024.
