This position is located at Departmental Offices,Domestic Finance-Office of Financial Research. As an IT SPECIALIST (DATAMGT), you will provide expert technical advice, guidance, and recommendations to senior management, Date Stewards, and other Specialists within OFR to resolved problems with data and data products to ensure timely and accurate data.

Duties

As an IT SPECIALIST (DATAMGT), you will: Advise the Management and Senior Management on data management and governance issues related to OFR Data and the Data Infrastructure including the logical architecture and required standards, technical infrastructures and protocol, dependencies, and migration plans. Influence and persuade persons or groups, including both internal and external management officials, to accept opinions or take actions related to advancing the data management goals and objectives of OFR programs. Provide expert technical advice, guidance, and recommendations to senior management, Data Stewards, and other Specialists within OFR to resolve problems with data and data products to ensure timely and accurate data availability of OFR data assets and products, and works to define and automate processes where possible to ensure consistency and quality of data onboarding and derived data creation. Lead or participates in data governance and management related working groups to define and resolve cross divisional governance issues and fulfil data requests.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized experience for the OR-60, (GS-14 equivalent) is one year (52) weeks of experience at the OR-53 (GS-13 equivalent), or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience in ALL of the following: 1. Delivering technical and business-oriented data solutions to end users in research and analysis roles using financial data from contract-driven financial instruments, activities, or institutions. (Examples of contract instruments may include money market funds, hedge funds, credit default swaps, private equity, housing, fixed income, ratings data, repurchase agreements (repo), insurance, macroeconomic indicators, foreign exchange, options, or futures); AND 2. Working directly with data users and IT Specialists to document and provide business requirements, data architectures, or data models/structures to facilitate the data acquisition, onboarding, development, or delivery of identified data needs; AND 3. Supporting Zero Trust initiatives in a work environment; AND 4. Leading a Data Management or Data Governance Working Group and leading teams on a variety of large-scale projects and financial data initiatives utilizing project and data management principles, data analysis, data administration, data quality, or data architecture. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-60, you must have been at the OR-53 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
