You will serve as a Logistics Management Specialist in the Naval Supply Systems Command (NAVSUP) Assistant Commander (ACOM) for Supply Chain Management Policy and Performance, in Mechanicsburg, PA.

Duties

You will function as the expert source for Acquisition Logistics, from milestone development through sustainment and disposal, to support large scale acquisition and sustainment of combat systems, ship platforms, and individual weapons systems. You will function as an expert authoritative source for the development of strategic partnerships to support NAVSUP’s role as end-to-end integrator and respected advocate for the Navy in the DoD supply chain. You will monitor and analyze the strategic landscape at Navy’s Echelon I, II and III levels, scanning for NAVSUP equities and engaging in opportunities to encourage alignment and progress strategic goals. You will collaborate with internal and external mission partners to resolve complex Integrated Logistics Support (ILS) challenges, using data, standard problem-solving methodology, and interpersonal skills. You will coordinate strategic NAVSUP efforts across the Enterprise and beyond, developing strategies to improve operational availability, reliability, and supply posture, ensuring Key Performance Parameters are achieved and gaps are identified. You will advise senior leaders on sustainment, supply support, and logistics matters, including preparing briefs, point papers, and other written and verbally-delivered material.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector having subject matter expertise applying Integrated Logistics Support elements which include Product Support Management, Maintenance Planning and Management, Supply support, Design Interface, Sustaining Engineering, Technical and Product Data, Packaging, Handling, Storage, and Transportation (PHS&T), Manpower and Personnel, Facilities and/or Infrastructure, and Information Technology (IT) systems in order to ensure alignment and standardization of effective life-cycle sustainment policies, processes, and tools. Specialized experience must include most or all of the following 1) Influencing system design to provide timely, affordable, effective, and best-value product support throughout the system life cycle; 2) Promoting product supportability during the acquisition and sustainment phases of the system life cycle to optimize system readiness & life cycle cost affordability via outcome-based product support strategies; 3) Developing/facilitating teams that plan, organize and direct complex efforts including the development of Supply Support Plans, Concepts of Operations and Lifecycle Logistics Analysis of Alternatives, and Lifecycle support plans and objectives; 4) Applying a significant level of knowledge in Acquisition Logistics policy, guidance, principles and practices and is able to use the knowledge in support of building strategic partnerships across the NAVSUP enterprise and higher Echelon activities; and 5) Preparing and delivering highly technical oral and written briefs to internal and external high ranking officials to explain and defend recommendations that impact platform and program execution and resource support.
