You will serve as a Human Resources Specialist in the Human Resource Office of MARINE CORPS AIR STATION YUMA.

Duties

You will provide advice and assistance to employees and management concerning training and professional development and training opportunities to include a variety of training programs. You will assist managers in the development and implementation of training plans for employees under the Veterans Recruitment Appointment (VRA) and Veterans Employments opportunity Act (VEOA). You will be responsible for the administration of the drug-free workplace program. You will be responsible for the administration of a performance management program. You will participate in all phases administering work-life programs. You will provide technical advice and assistance to all levels of management concerning administration of staffing and recruitment efforts.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting three or more of the following Human Resources Functions: workforce training and development, performance management, drug-free workforce program, staffing and recruitment, employee awards, workers compensation, federal leave programs, or work-life programs. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: administering four or more of the following Human Resources functional areas: workforce training and development, performance management, drug-free workforce program, staffing and recruitment, employee awards, workers compensation, federal leave programs, or work-life programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

GS-11:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
